This is due to many reasons, such as rampant corruption in Brazil but there are programs out there. The problem is 2 things 1. corruption again 2. people not taking advantage of said programs. The mom can send her kid to school, but would rather have him selling candy on the street. This pissed me off so badly.

@X23Ninja Not true my good man. I lived in Brazil and spent some significant time in the Black region of Brazil. Only 6% of Brazilians are pure Black. 33% of Brazilians are mixed race, but this isn’t just people who are part Black. It includes those who are 1/2 White, 1/2 Indian for example. The North of Brazil has many Blacks, like in Bahia and Pernambuco, and Rio has many mixed race Blacks but there are actually more Black ppl in the USA
@TheTravelfool True but Brazil does have the largest population of Black people outside of Africa and when I say Black I mean people who are of predominately Sub-Saharan African decent. (Thats what everyone means when they use the term Black people) In fact even if you include African countries only Nigeria has a larger Black population then Brazil. Google it

@madridflower No need to say sorry. I think it never crossed the mind of the parents. In Brazil I saw a lot of kids move their hips like this. Brazilians never see it as a sexual thing, but yes I agree there is sadly some creeps out there watching.
@TheTravelfool don’t get me wrong, the baby is adorable. It is normal that parents and relatives be very proud of anything babies do and probably they never even think about but is quite disturbing they don’t see the danger in putting something even just slightly sexual involving the kid. There are bad people out in the world and is a unnecessary risk letting out videos like this that can be misused, or modified in a bad way. Yeah, I think about this kind of stuff. Sorry.
